Enitan is currently the Permanent Secretary in the Federal Ministry of Education and is the most senior Permanent Secretary in the Federal Civil Service.
He has served as a Permanent Secretary for seven years and seven months, with postings across the Ministry of Police Affairs, Ministry of Humanitarian Affairs and the Office of the Vice President before his current assignment at the Ministry of Education.
His appointment places an experienced career civil servant at the head of the Federal Civil Service at a time when the administration is pursuing reforms aimed at improving public-sector efficiency and service delivery.
Tinubu Tasks Enitan With Consolidating Reforms
President Tinubu charged the incoming Head of Service with consolidating reforms and innovations already underway across the Federal Civil Service.
The President also called for deeper professionalism and efficiency within the public service, according to the Presidency's announcement.
The Head of the Civil Service of the Federation plays a central role in coordinating administrative reforms, managing the federal civil service structure and supporting improvements in efficiency and accountability across ministries, departments and agencies.
Walson-Jack Set to Retire
Enitan will replace Didi Esther Walson-Jack, whose tenure as Head of the Civil Service is ending with her statutory retirement at age 60.
Tinubu commended the outgoing Head of Service for her contribution to the Federal Civil Service, particularly the reforms and innovations implemented during her tenure.
Walson-Jack assumed office as Head of the Civil Service in August 2024, following her appointment by President Tinubu. Her departure creates the transition to a new leadership phase for the federal bureaucracy.
Enitan Brings More Than Three Decades of Public Service
Enitan's appointment follows a career spanning more than three decades in Nigeria's public service.
His experience covers finance, administration and policy, as well as assignments across several federal institutions. His seven years and seven months as a Permanent Secretary also give him extensive experience at the senior administrative level of government.
The Presidency said his institutional experience and understanding of the operations of the Federal Civil Service informed his selection for the position.
Implications for Government Administration
The transition comes as the Federal Government continues to focus on improving the efficiency of public institutions and strengthening implementation of government policies.
The Head of Service is responsible for coordinating key administrative processes across the federal bureaucracy, including personnel management, institutional reforms and the implementation of public service policies.
For businesses, investors and professionals, the effectiveness of the civil service has wider economic implications because federal ministries and agencies play important roles in regulation, procurement, infrastructure delivery and the implementation of government programmes.
A more efficient public administration can improve the speed of government decision-making and reduce administrative bottlenecks affecting businesses and investors.
Relevance to Housing and Infrastructure
The appointment also has implications for the housing and infrastructure sectors because the Federal Civil Service supports the implementation of government policies across ministries and agencies responsible for development.
Efficient coordination within the bureaucracy can influence the implementation of housing programmes, infrastructure projects, land administration reforms and other government initiatives affecting the built environment.
For the housing sector, the effectiveness of public institutions remains important to project approvals, procurement, land-related processes and the delivery of government-backed housing programmes.
Enitan's mandate to deepen professionalism and efficiency could therefore have broader implications if administrative reforms translate into faster and more effective implementation of development policies.
Outlook
Abel Enitan will assume office as Head of the Civil Service of the Federation on August 27, succeeding Didi Walson-Jack.
His immediate challenge will be to consolidate existing reforms while improving professionalism, efficiency and coordination across the federal bureaucracy, in line with President Tinubu's directive.
For the wider economy, the effectiveness of the transition will ultimately be measured by the ability of the Federal Civil Service to implement policies more efficiently and support the delivery of government programmes, including those affecting housing, infrastructure and investment.
