Lugbe Residents Seek FHA, FCDA Clarification Over Estate Master Plan

Residents of the Federal Housing Authority (FHA) Estate in Lugbe, Abuja, have called on the FHA, Federal Capital Development Authority (FCDA) and other relevant authorities to clarify the status of the estate’s master plan following proposed construction along a road corridor within the neighbourhood.

Residents seek verification of approved layout

Speaking on behalf of the residents, Daniel Agwu said the community was not opposed to development but wanted any construction to comply with the estate’s approved layout and protect residents’ access and safety.

He called on the FHA and other relevant authorities to suspend construction along the disputed corridor until officials verify its status against the approved estate layout.

The residents also requested the publication of the original master plan so that residents can identify designated roads, drainage corridors and other public infrastructure within the estate.

Residents raise access and drainage concerns

Residents said the corridor serves as an important access route within the estate and also helps channel stormwater during rainfall.

Opeyemi Ayedinran, one of the residents, said the road provides access to the market and other parts of the neighbourhood, while also functioning as a stormwater channel.

Residents therefore warned that construction that obstructs the corridor could affect mobility and worsen drainage problems within the estate.

The concerns are significant for an established residential development such as Lugbe, where the effectiveness of roads and drainage infrastructure directly affects accessibility, environmental safety and property usability.

Environmental assessment cited by residents

The residents also referred to an environmental assessment conducted by Green Engagement Limited and dated July 31.

According to the residents, the assessment identified surface runoff, localised erosion and terrain depressions along the disputed corridor.

They said the assessment recommended suspending construction pending verification of the approved estate layout by the FHA and FCDA.

The residents subsequently called for improved drainage infrastructure and consultation with residents before changes are made to infrastructure or land-use arrangements within the estate.

Residents say petition was previously submitted

Musa Daniel, chairman of the residents association, said the community became concerned after learning that a developer intended to construct along the road corridor.

He said residents had submitted a petition to the FHA through their lawyer about two months earlier but had not received a response before construction began.

According to Daniel, the matter was also reported to the Lugbe Police Station, which intervened and advised that construction should await clarification from the FHA.

FHA directs residents to FCDA

Responding to the concerns, Kenneth Chigelu, Public Relations Officer of the FHA, advised residents to approach the FCDA for clarification on the estate’s master plan.

He also said residents could submit complaints at the FHA zonal office in Lugbe or through the authority’s Servicom unit.

The FHA representative said residents should present the master plan and any relevant allocation documents when seeking clarification on the disputed area.

Master planning remains critical to estate development

The dispute highlights the importance of maintaining and enforcing approved master plans in established residential estates.

Master plans provide the framework for roads, drainage networks, public spaces, utilities and other community infrastructure. Changes to these elements can affect not only current residents but also future development and property values.

For property owners and developers, clarity over land-use designations and infrastructure corridors is particularly important because development that conflicts with an approved layout can create disputes, access constraints and additional investment risks.

The situation also demonstrates why residents and developers need access to clear and current planning information before undertaking construction or purchasing property within established estates.

Drainage infrastructure remains a key housing concern

The residents’ concerns about stormwater management add another dimension to the dispute.

Drainage capacity has become an increasingly important consideration for residential development in rapidly expanding urban areas. Where roads also function as drainage channels, construction that obstructs natural or planned water routes can increase flood and erosion risks.

For housing investors and developers, environmental and infrastructure assessments should therefore form part of due diligence before acquiring or developing land.
