Tinubu Nominates Six NMDPRA Executive Directors, Seeks Senate Confirmation

President Bola Tinubu

President Bola Tinubu has nominated six executive directors for the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA), seeking Senate confirmation for the appointments as part of efforts to reconstitute the agency’s leadership and strengthen its regulatory operations.

The nominations, conveyed to the Senate in a presidential letter, comprise three existing executive directors proposed for another term and three new nominees. The appointees are expected to serve five-year tenures if confirmed.

The appointments cover key areas of the petroleum regulator’s operations, including finance, distribution infrastructure, hydrocarbon processing, economic regulation and corporate administration.

Three Existing Directors Nominated for Another Term

The President has nominated three serving executive directors for another term in their respective positions.

They are Abiodun Adeniji, Executive Director of Finance and Accounts; Ogbugo Kalu Ukoha, Executive Director of Distribution Systems, Storage and Retailing Infrastructure; and Dr Mustapha Lamorde, Executive Director of Health, Safety, Environment and Community.

Their nominations would provide continuity in departments responsible for the authority’s financial management, petroleum distribution infrastructure and operational safety.

Three New Nominees Proposed for Executive Positions

The three new nominees are Mobolaji Tajudeen Musa, nominated as Executive Director of Hydrocarbon Processing Plants, Installations and Transportation Infrastructure; Ogechukwu Modie, nominated as Executive Director of Economic Regulations and Strategic Planning; and Said Abutalib, nominated as Executive Director of Corporate Services and Administration.

Their proposed appointments cover operational and administrative functions that influence how the authority supervises petroleum infrastructure, develops regulatory frameworks and manages its internal operations.

President Tinubu has urged the Senate to expedite consideration of the nominations to support institutional continuity and strengthen the authority's ability to discharge its responsibilities.

NMDPRA Leadership Restructuring Follows Appointment of New Chief Executive

The latest nominations follow earlier changes to the NMDPRA's leadership.

In April 2026, Tinubu nominated Rabiu Abdullahi Umar as the authority's new Chief Executive, replacing Saidu Mohammed. Umar's appointment followed a period of leadership changes at the regulator and was subject to Senate confirmation.

Tinubu has also approved the appointment of Jumoke Gafar as Secretary to the Board/Authority and Legal Adviser. Her appointment remains subject to the statutory procedures prescribed under Section 46 of the Petroleum Industry Act.

The changes form part of a broader effort to establish the leadership structure responsible for overseeing Nigeria's midstream and downstream petroleum industries.

Regulatory Responsibilities Extend Across Petroleum Infrastructure

Established under the Petroleum Industry Act 2021, the NMDPRA regulates Nigeria's midstream and downstream petroleum operations.

Its responsibilities cover activities such as gas processing, petroleum transportation, storage, distribution, retail infrastructure and the supply of petroleum products.

The authority's regulatory decisions therefore affect the development and operation of infrastructure that supports Nigeria's energy supply chain. Its oversight also has implications for investment in gas processing facilities, storage terminals, pipelines and petroleum distribution networks.

For the wider economy, the effectiveness of these regulatory functions matters because energy availability and distribution costs influence industrial activity, transportation and business operating expenses.

Regulatory Stability Remains Important for Energy Investment

The confirmation process will determine the composition of the authority's executive leadership and the officials responsible for key regulatory departments.

For investors and businesses operating in Nigeria's petroleum and gas industries, leadership continuity and predictable regulatory administration remain important considerations when assessing infrastructure projects and long-term investment decisions.

The nominees' confirmation will therefore be an important next step in the reconstitution of the NMDPRA's leadership. Their eventual performance will be measured by the authority's ability to provide effective oversight, support infrastructure development and maintain a predictable regulatory environment across the midstream and downstream sectors.
