The symbolic handover ceremony took place at Bungalow City along the Dei-Dei Zuba Expressway in the Federal Capital Territory (FCT), where beneficiaries officially received the keys to their homes.
Affordable Housing Through Public-Private Partnership
The housing development was delivered under a Public-Private Partnership (PPP) arrangement involving Brains & Hammers Limited as the developer and financing provided through the Federal Mortgage Bank of Nigeria.
Speaking during the handover ceremony, the Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, said expanding access to decent and affordable housing remains a central objective of the Federal Government's housing policy under President Bola Ahmed Tinubu's Renewed Hope Agenda. He noted that the Rent-to-Own Scheme forms part of broader efforts to reduce barriers to homeownership, particularly for low- and middle-income Nigerians.
The minister added that the government remains committed to ensuring that subscribers to the scheme receive their homes while improving efficiency in housing delivery across the country.
Rent-to-Own Model Removes Upfront Equity Barrier
Unlike conventional mortgage arrangements that require substantial equity contributions before allocation, the Rent-to-Own Scheme allows qualified National Housing Fund (NHF) contributors to move into completed homes immediately and gradually pay for them over an agreed repayment period.
According to the Federal Mortgage Bank of Nigeria, the financing model is designed to reduce one of the biggest obstacles facing prospective homeowners the inability to raise large upfront deposits while providing a structured pathway to property ownership.

The Managing Director of the Federal Mortgage Bank of Nigeria, Shehu Osidi, explained that the successful delivery of the project reflected sustained collaboration among the ministry, the mortgage bank and private sector partners.
He noted that stakeholder engagement helped resolve earlier implementation challenges surrounding the estate, allowing the project to proceed while protecting the interests of National Housing Fund contributors.
The completed estate comprises detached two-bedroom homes and three-bedroom terrace houses supported by essential infrastructure, providing beneficiaries with ready-to-occupy residential units.
Beneficiaries Welcome Housing Delivery
Representatives of the beneficiaries described the handover as a significant milestone, noting that the programme provides an opportunity for many Nigerians to transition from long-term tenants to homeowners.
