Enugu State Government Launches Digital Survey System to Strengthen Land Governance and Curb Fraud

The Enugu State Government has introduced a digital survey management system to address persistent issues of land grabbing, fraudulent transactions, and unauthorised land allocations. The initiative is part of a broader reform to modernise land administration, promote transparency, and bolster investor confidence in the state.

The new system, unveiled by the state’s Surveyor-General, Chime Justus, during a one-day stakeholders’ workshop, marks a major step in Governor Peter Mbah’s ongoing reforms in land governance. Justus described the platform as a cornerstone for improving transparency and accountability in land transactions while ensuring that all survey documents are traceable to their rightful owners.

He noted that the digitisation of survey records will help curb fraudulent land practices and enhance professional integrity among practitioners. “Digital documentation is now the most effective safeguard against land-related fraud and encroachment,” he stated, urging property owners to register their land records with the Ministry of Lands and Urban Development.

Restoring Confidence in the Real Estate Sector

The initiative is expected to streamline the process of land verification, reduce processing times, and improve the ease of doing business in the state. According to Justus, the platform will also support efficient data management, enabling authorities to make informed decisions on urban development and property ownership.

The Chairman of the Nigerian Institution of Surveyors (NIS), Enugu State Chapter, Surveyor Emmanuel Nnamani, commended the project, describing it as a “revolutionary reform” for the surveying profession. He noted that the system will elevate industry standards, strengthen data accuracy, and ensure professional accountability.

The Commissioner for Lands and Urban Development, Barr. Chimaobi Okorie, said the reform aligns with Governor Mbah’s vision to position Enugu as a leading investment destination. He explained that modernising land administration is essential for protecting citizens’ property rights and creating a predictable environment for both local and foreign investors.

Okorie added that the system’s transparency would significantly reduce disputes over land ownership and boost investor confidence in the state’s property market.
