FG to Introduce New Scorecard to Measure Economic Performance

New Government Scorecard to Measure Impact of Economic Reforms

The Federal Government plans to introduce a new economic performance scorecard that will evaluate the success of ongoing reforms using indicators such as poverty reduction, real income growth and income inequality. The initiative is designed to complement traditional economic measures, including Gross Domestic Product (GDP), by assessing whether reforms are improving the living standards of Nigerians.

The proposed framework was announced by the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, during a BusinessDay conference in Lagos. According to the minister, the scorecard will provide a clearer assessment of how economic reforms are affecting households and communities across the country.

New framework expands how economic performance is measured

The government said the new scorecard will focus on three key indicators of what it describes as "shared prosperity":

  • Reduction in multidimensional poverty.

  • Growth in real income per capita.

  • Decline in income inequality.

These indicators are expected to complement existing macroeconomic data such as GDP growth, inflation, foreign reserves and fiscal performance by providing a broader picture of economic progress and social outcomes.

Government seeks measurable impact of reforms

According to Oyedele, the new framework is intended to demonstrate whether recent economic reforms are producing tangible benefits for citizens rather than relying solely on improvements in headline economic statistics.

Nigeria has implemented a series of major reforms since 2023, including the removal of fuel subsidies, foreign exchange market reforms and fiscal policy adjustments aimed at improving macroeconomic stability. While these measures have strengthened some economic indicators and attracted positive assessments from international financial institutions, they have also increased the cost of living for many households.

The proposed scorecard is expected to provide an additional tool for monitoring whether economic growth is translating into improved household welfare.

Moving beyond GDP

Economic analysts have increasingly argued that GDP alone does not fully capture the quality of economic development or improvements in living standards.

Measures such as poverty levels, household income and inequality provide additional insights into how economic growth is distributed across the population. By incorporating these indicators, policymakers can better evaluate whether reforms are delivering inclusive growth and identify areas requiring further intervention.

Implications for policy and investment

A broader economic performance framework could influence future fiscal planning, budget priorities and public investment decisions.

For investors, more comprehensive economic indicators may provide additional information about consumer purchasing power, labour market conditions and long-term economic resilience. For policymakers, the scorecard could support evidence-based decision-making by linking macroeconomic performance with social and developmental outcomes.

The initiative also aligns with growing international interest in using broader well-being indicators to assess national economic performance beyond conventional output measures.

Outlook

The proposed economic scorecard represents a shift towards measuring both macroeconomic stability and improvements in household welfare. As the Federal Government finalises the framework, stakeholders will be watching how the indicators are implemented and incorporated into future policy evaluations. If adopted, the scorecard could provide a more comprehensive assessment of Nigeria's economic performance by combining traditional economic metrics with measures of living standards and shared prosperity.
