HDAN Commends Minister Dangiwa as Housing Delivery Crosses 10,000 Units

The Housing Development Advocacy Network (HDAN) has credited Nigeria’s Minister of Housing and Urban Development, Ahmed Musa Dangiwa, with driving reforms and programmes that have delivered more than 10,000 housing units across 14 states since his appointment two years ago.

The advocacy group highlighted the minister’s coordination of large-scale initiatives, including the Renewed Hope Cities and Estates programme, as evidence of progress in addressing Nigeria’s housing deficit.

HDAN’s statement pointed to key projects under the Renewed Hope agenda, such as the 3,112-unit Renewed Hope City in Karsana, Abuja, and a 2,000-unit development in Ibeju-Lekki, Lagos. The initiative also includes state-level estates aimed at expanding affordable housing access, with ongoing construction in multiple geopolitical zones.

In addition to new builds, the ministry has advanced urban slum upgrade projects, targeting improved infrastructure and services in selected communities. These efforts, according to HDAN, reflect a shift toward both supply expansion and inclusive urban development.

Sector Reforms and Financing

Beyond construction, the ministry has pursued reforms in housing finance. Recent steps include the recapitalisation of the Federal Mortgage Bank of Nigeria (FMBN) and policy adjustments to improve access to the National Housing Fund.

By strengthening housing finance institutions, the government aims to expand mortgage penetration in a country where homeownership rates remain low and affordability is a central challenge.

Stakeholder Reactions and Expectations

While HDAN praised the minister’s leadership, sector analysts caution that housing delivery targets remain ambitious relative to Nigeria’s estimated 28 million housing deficit. Execution timelines, financing constraints, and cost escalation risks are likely to shape outcomes in the coming years.

Nevertheless, the current progress has reassured investors and developers of government commitment to expanding housing supply and improving sector governance.

The recognition of Dangiwa’s efforts underscores both progress and persistent gaps in Nigeria’s housing sector. For policymakers and investors, the next phase will be defined by whether ongoing projects reach completion on schedule and whether financing reforms translate into broader mortgage access. If sustained, the mix of large-scale housing estates, slum upgrades, and financial sector reforms could reshape urban growth patterns and unlock new opportunities for private capital participation in housing delivery.
