Katsina State Partners with COSMOS for ₦155 Billion Agro-Residential Housing Project

The Katsina State Government has entered into a ₦155 billion partnership with COSMOS Residential City Nigeria Limited to construct 3,750 housing units across the Kankia and Charanchi Local Government Areas. This Memorandum of Understanding (MoU), signed at the Katsina Government House on 24 January 2026, marks a strategic shift in the state’s housing policy by integrating residential development with agricultural productivity.

Strategic Allocation and Project Scope

Under the terms of the agreement, the project is divided into two primary sites: 2,500 units will be situated in Kankia, while the remaining 1,250 units are designated for the Radda community within the Charanchi Local Government Area. Governor Dikko Umaru Radda confirmed that the state government has already allocated the necessary land for the development and formally handed over the sites to COSMOS to facilitate immediate mobilisation.

The developer is expected to commence full scale operations within 10 days of the signing. This initiative represents the first phase of a broader housing strategy, with subsequent phases planned for the Katsina, Daura, and Funtua zones.

The Agro Residential Economic Model

A defining feature of this ₦155 billion investment is the "agro residential" model, which moves beyond traditional shelter provision. Each housing unit is designed to include integrated backyard fish farming and vegetable gardens. According to Governor Radda, the project aims to provide sustainable livelihoods for unemployed youths and low-income households.

Beneficiaries are projected to earn a monthly income of approximately ₦200,000 through these agricultural components. The financial structure of the scheme involves a compulsory savings mechanism of ₦50,000 to ₦70,000 per month. These contributions will be used to gradually offset the investors' costs, allowing beneficiaries to gain full ownership of the properties and the associated farms within a three to five year period.

Implementation and International Partnership

The project is being implemented in collaboration with the SuperEye USA Corporation. Murtala Sani Ibrahim, Managing Director of COSMOS Residential City Nigeria Limited, stated that the initiative would prioritise the engagement of local contractors, artisans, and material suppliers to stimulate the regional economy.

Beyond physical construction, the programme includes technical training in modern farming techniques, digital monitoring of farm yields, and the facilitation of access to international markets for the agricultural produce generated within the settlements.

The ₦155 billion agreement between Katsina State and COSMOS reflects an evolving approach to addressing Nigeria's housing deficit by linking residential security with economic empowerment. By targeting low income earners and providing a clear path to homeownership through agricultural revenue, the Katsina State Government is testing a self sustaining fiscal model for urban and rural renewal. The success of this project will likely serve as a significant case study for other Nigerian states seeking to balance infrastructure development with poverty alleviation.
